Rep. Andy Biggs went nuclear on a woke immigration official during a heated House Judiciary Committee hearing, pointing out major issues with the CHNV (Cubans, Haitians, Nicaraguans, Venezuelans) parole program, which the Republican congressman said was full of fraud.
As background, during a House Judiciary Committee hearing on December 4, 2024, Rep. Andy Biggs (R-AZ) questions Ur Jaddou, the Director of U.S. Citizenship and Immigration Services (USCIS), about the CHNV program, which Rep. Biggs explained had been paused due to the discovery of “rampant fraud.” The congressman pointed out that thousands of CHNV applications had been filed using fraudulent Social Security numbers and called for the program to be investigated.
During the hearing, Rep. Biggs said that the CHNV program had been paused because of fraud, explaining, “We had supporters using all kinds of misinformation and fraud in their applications.” The congressman then asked Jaddou, “Do you agree that the same Social Security number was used on at least 20 different CHNV supporter applications?”
In response, Jaddou attempted to defend the program, saying, “First, let me start by saying…” before Rep. Biggs cut her off, saying, “These are yes or no questions. Yes or no.” Jaddou eventually conceded that she was “very aware,” after Rep. Biggs said that the same Social Security number had been used “at least 3,200 times.”
Building the tension, Rep. Biggs said that Jaddou was trying to “deflect and ramble around,” adding, “You don’t disagree with that number. You don’t think I’m just cherry-picking numbers and throwing stuff out. I’m giving you numbers from the report. Do you trust me that far?” Jaddou responded, “Yes, I do.” She then claimed that USCIS had moved to “take action” in response to “concerns of fraud and integrity.”
Unwilling to let up, Rep. Biggs pressed Jaddou further, saying, “You’re trying to tell me that when you find fraud, you cure it. And yet, nearly 2,000 times the same email address was used on 20 different supporter applications.” He continued, “The same exact 184W text response to a question on the supporter application was used on more than 1,800 such applications by nearly 190 different CHNV supporters. More than 460 non-existent ZIP codes were used on supporter applications on behalf of more than 2,800 CHNV aliens.”
Adding to his case against Jaddou, Rep. Biggs went on to slam Jaddou’s management of USCIS, saying, “I’m getting into the program USCIS is supposed to administer—the supporter applications—and the fraud was so rampant that you shut down the program.” He added, “But you didn’t fix it. It’s still ongoing. We’re waiting for the next report to confirm that these issues are still happening, because they haven’t been fixed.”

In an embarrassing conclusion to the back-and-forth, Jaddou attempted to reply, asking, “Mr. Chairman, can I respond to the question?” Rep. Biggs shot back, “There was no question, because I asked questions you couldn’t answer. That’s why I gave a statement. There was no question for you.”
