In a shocking case of corruption from the left, a Democratic candidate in the Clay County, Alabama Commission election was arrested on seven felony counts of voter fraud after he tampered with absentee ballots and used them in an attempt to swing the local election in his favor.
For context, Terry Andrew Heflin, a 45-year-old man, was arrested on July 31, 2024, after he confessed to falsifying applications to vote absentee, filling in applications with his own name and submitting them with voters’ names filled out. Heflin turned himself in to the Clay County Sheriff’s Office and was later told that each of his charges was a class C felony punishable by up to 10 years in prison.
As further background, Heflin had previously defeated Beverly Appleby Hill in the Clay County Commission Member Race, according to CBS 42 coverage. Heflin won with 141 votes over Appleby Hill, and it is unclear how many of those votes were fraudulently generated by Heflin’s tampering with absentee ballots.
Commenting on the case in a press release, Alabama Secretary of State Wes Allen described Heflin’s arrest as making it clear to Alabama’s citizens that “we are serious about election integrity.” Allen continued, saying, “I have been traveling this state and talking about absentee ballot application fraud and absentee ballot election fraud for years.”
Moving on, Secretary of State Allen elaborated on the significance of Heflin’s arrest. Allen said, “I have been clear from day one that I take election fraud seriously, and I was not kidding. When my office was made aware of what was happening in Clay County, we immediately referred the case to Attorney General Marshall for criminal prosecution.”
Adding to his statement, Allen gave one final warning to Alabama residents who may have considered committing fraud. He said, “Let this case of felony voter fraud be a signal to all those contemplating breaking Alabama election law that it will not be tolerated in this state. We will find you and you will be prosecuted to the fullest extent of the law.”
Continuing, Secretary of State Allen went on to thank those involved in the case, saying, “All parties involved did an excellent job preparing and securing a felony election fraud statement.” Allen continued, “Because of the work of our team at the Secretary of State’s office, Attorney General Marshall’s team, and the local law enforcement in Clay County, Alabama, elections are safer and more secure.”

According to press accounts, Heflin was locked up in Clay County and placed on a $20,000 bond. A press release from Alabama Attorney General Steve Marshall’s office included the latest statements on the case and added that no further details related to Heflin’s sentencing would be made available to the public until further notice.
