In a jaw-dropping moment during the Senate Judiciary Committee’s “Oversight of the Federal Bureau of Investigation” hearing on Tuesday, September 16, 2025, Sen. Chuck Grassley exposed how the Biden-era FBI, led by former Director Christopher Wray, targeted not just President Trump, but also Charlie Kirk’s Turning Point USA (TPUSA).
Beginning, the senator introduced the matter by describing the general program under which the Biden FBI went after Trump and who was involved with it, saying, “At your nomination hearing, I made public records that whistleblowers provided me about Arctic Frost. Arctic Frost was the FBI case opened and approved by anti-Trump FBI agent Thibault. Arctic Frost became Jack Smith’s elector case.”
Continuing, Sen. Grassley described how the matter expanded from just being about the electoral issue, and soon encompassed targeting political organizations that were fighting for conservative values. He said, “These new records show that Arctic Frost was much broader than just an electoral matter. The case was expanded to Republican organizations.”
And, adding to that, Grassley noted that some very mainstream and moderate GOP groups were targeted by the Wray-led FBI, saying, “Some examples of the groups the Wray FBI sought to place under political investigation included the Republican National Committee, Republican Attorneys General Association and Trump political groups.”
On that same note, he further explained that nearly 100 GOP organizations were targeted by the operation, and that Charlie Kirk’s TPUSA was among those placed under investigation. He said, “In total, 92 Republican targets, including Republican groups and Republican-linked individuals, were placed under the investigative scope of Arctic Frost. On that political list was one of Charlie Kirk’s groups, Turning Point USA.”
Emphasizing what that shows, Sen. Grassley noted that the Arctic Frost campaign was the way Biden and his FBI hacks targeted the entire GOP political machine, saying, “In other words, Arctic Frost wasn’t just a case to politically investigate Trump. It was the vehicle by which partisan FBI agents and DOJ prosecutors could achieve their partisan ends and improperly investigate the entire Republican political apparatus. Today, Senator Johnson and I are making these records public for the country to see.”

During the same set of remarks in the same hearing, Sen. Grassley touched on other issues as well, noting, for example, that the FBI unfairly targeted Trump ally Peter Navarro based on false pretenses. He said, “My investigative work has also exposed the political way in which Peter Navarro was investigated and prosecuted.”
He continued, “When FBI agent Thibault found out that Biden’s DOJ would prosecute Navarro, he said, ‘Wow. Great.’ Through whistleblowers, I’ve obtained the audio recording of Special Agent Giardina and Special Agent Sebastian Gardner’s delivery of a subpoena to Navarro. I’m making that audio public today.”
Further, he noted how the FBI lied about its interaction with Navarro and used that lie as a basis for targeting him, saying, “In a court document filed by DOJ, Navarro’s interaction with the FBI was unfairly described as ‘combative.’ That interaction with Navarro was used as the justification to later aggressively arrest him.”
