WATCH: Duo of Major Maryland Mega-Malls Forced to Ban Unaccompanied Teens after 3 PM Following “Teen Takeover” Chaos Including Shootings, Stabbings and Mass Burglaries

A pair of malls located in Montgomery County, Maryland, made an announcement that the implementation of new parental guidance regulations was now underway. The move comes after a series of reports were made concerning youth violence and disorderly conduct within both shopping centers.  Westfield Wheaton and Westfield Montgomery’s new “Parental Guidance Policy” prohibits visitors inside the centers without a parent or guardian who is age 21 or older.

A single qualifying adult is allowed to accompany up to four minors. The new policy went into effect on September 28, 2026, at precisely 3 p.m. until closing time. The timing for the policy clearly coincides with the time frame that most kids get out of school for the day. The malls put out a statement addressing the policy, saying that it’s designed to “ensure a comfortable, safe, and family-friendly environment for all shoppers, dining guests, and community members.”

One of the reasons the policy was created was due to an incident that took place in July involving a 17-year-old boy who was arrested for opening fire inside the Wheaton mall, leaving a 13-year-old wounded and sending shoppers scrambling to take cover. The boy was charged with first-degree assault and the injured teen has since recovered from the wounds he sustained, a report from WTOP said.

A report from Fox 5 DC also revealed that the policy is in place seven days a week. Along with requiring those under 18 to be accompanied by an adult who is over 21, mall security also has the right to stop people and ask for identification. Those who patron the mall have mixed feelings about the messaging the changes send.

Another incident that paved the road for this new policy took place in February 2026. A group of nine teenagers were taken into police custody for stabbing another kid inside a mall bathroom. On Christmas Day, 2025, over two dozen stores were burglarized. Montgomery County law enforcement officials said that some of the suspects involved in the incident were juveniles.

At Westfield Montgomery Mall earlier this summer, a fight between students erupted, and once again, a firearm was pulled out. And that’s still just the tip of the iceberg. Other cases of shoplifting, burglaries, and assaults were reported. Westfield revealed that teens who work at stores within the mall are given an exception.

The report then said that individuals who violate the policy could end up charged with trespassing. According to an article posted by the MoCo Show, the Montgomery County Department of Police (MCPD) spoke with them concerning the enforcement of the new policy, saying it’s the responsibility of the malls to enforce it, with police only becoming involved when it’s necessary.

“The department becomes involved only when an individual needs to be trespassed. Enforcement of the policy remains solely the responsibility of the mall. The department serves as a last resort and remains a partner to the mall when needed, as we always have been,” MCPD said to The MoCo Show. “The policy will be enforced through security presence and ID checks, with unaccompanied minors directed to leave or find an eligible adult,” Westfield Mall said.
