In what might be the overreach of the year, an angry resident of Frederick. Maryland mooned the members of his local county board because he was upset about an issue he had while trying to obtain public records from the community. He also called the members of the county board “communist b*stards.” The incident appears to have occurred on March 18 of 2025.
The incident went viral on X (formerly Twitter), when noted X poster and Trending Politics owner Collin Rugg posted a clip of it and commented on what happened, noting that the man had apparently had public records issues and somehow concluded that mooning them while in the meeting was the appropriate response.
Beginning the post about the entertaining and shocking incident out of Frederick, Rugg noted that the mooning seemed to come as a response to what the man saw as the tyranny of the local county board, which Rugg incorrectly said was the city council, writing, “NEW: Man moons local city officials at a city council meeting in Frederick, Maryland for being a bunch of ‘communist b*stards.’”
Continuing, Rugg wrote that the issues that led him to see them as “communists” came when he tried to get public records out of his local government and had issues with it, though what the records related to was unclear. He said, “The man was irritated with the difficulty surrounding record requests so he decided to show local leaders how he felt about them.”
In the video itself, the man, who appeared to be in later middle age and was carrying a stand for his phone, which was ostensibly recording him during the stunt, started at the dias and then walked past it, toward the county board members on their bench at the front of the room.
As he did so, the angry man said, “I’d like to show off my patriotism by showing you my American a**. So here it is.” While saying his much, the man turned from facing the county board members to facing the crowd before briefly dropping his trousers and mooning them. Concluding, he said, “This is my opinion of you communist b*stards. God bless the USA.”
Commenters online were entertained, if also shocked. One such commenter jokingly said, “This isn’t what everyone meant when they said they wanted to ‘expose’ the Deep State and have more transparency in government.” Another said, “This guy has done this and more. He currently has at least one lawsuit in Washington county MD. He is a total pain in the ass. Pun intended”

The man involved appears to have been a local provocateur named Shaun Porter. Washington County Board of Commissioners apparently responded to the incident by banning Porter from meetings for six months, but the Maryland Open Meetings Compliance Board recently ruled violated the state’s Open Meetings Act by banning him.
Drolly recounting the mooning incident in its ruling, the Open Meetings Compliance board noted, “On March 18, 2025, the Complainant spoke during a public comment portion of a County Board meeting, exposing his buttocks, the Complainant said, to demonstrate his views on the Board’s ‘policies and [its] intellect.'” Two days later, the county tried banning him from the meetings, leading to the overturned decision.
