Soros-Funded DA Lets Abduction Connected-Illegal Alien Off the Hook

Federal officials announced on June 24, 2026, that an illegal alien arrested for attempted abduction and for indecent exposure was previously released by officials in Virginia who are now being investigated for allegedly offering illegal migrants preferential treatment. The suspect, Moises Domingo Rico Rosales, a national from Nicaragua, exposed his private area to a woman at a park earlier in the month.

That same day, Rosales tried to kidnap a different woman, according to details contained in a statement released by the Department of Homeland Security. Fairfax County law enforcement announced on June 21 that a suspect, who was later confirmed to be Rosales, had shown his genitals to a woman while she was taking a walk on a park trail.

At the time officers were responding to that call, another woman was stopped on her bike by the same man, who tried to drag her into the woods before fleeing from the scene. Former President Joe Biden’s administration had Rosales “released” in 2022 before he was also released by Fairfax County leaders after he was taken into custody for charges of drug trafficking in 2025.

According to a report from The Daily Caller, a local watchdog group, Virginians for Safe Communities, stated on June 23 that Rosales was charged with attempted robbery on July 4, 2025, though it was later changed to disorderly conduct before being tossed out entirely through a deferred disposition plea deal. He was also charged with distributing narcotics in July 2024.

But those charges were also dismissed by Fairfax County Commonwealth’s Attorney Steve Descano. Descano, who first became the commonwealth’s attorney in 2020, allegedly received over $600,000 from a political action committee funded by radical left-wing billionaire George Soros. The Justice Department has launched an investigation to discover if Descano’s office gave preferential treatment to illegal alien criminal defendants and committed acts of discrimination against U.S. citizens.

The objective for the investigation is to find out if the office’s Plea Bargaining, Charging Decisions, and Sentencing Policy may have violated the law by directing assistant commonwealth attorneys to “consider” the “immigration consequences” when prosecuting crimes. Supporters of the policy say that those kinds of considerations should not be “outcome determinative.”

Horrifyingly, three-quarters of the murder investigations in the county identified an illegal alien as the primary suspect. Rosales was found guilty of driving without a license in Fairfax County in 2024 before he was released. A year later, he was cited for reckless driving. In other words, he was given an absurd amount of free passes or slaps on the wrist, despite the danger he posed to society at large.

Homeland Security told the media that Rosales was first apprehended crossing the border in Arizona under the Biden administration. “[Democratic Virginia Gov. Abigail Spanberger] and Virginia sanctuary politicians must NOT release this PREDATOR and [should] turn him over to [Immigration and Customs Enforcement],” DHS went on to say in its statement.

A spokesperson for Descano’s office spoke with The Daily Caller, saying they couldn’t share specifics of the case, but did say, “Some right-wing activists may attempt to retrofit political motives onto certain case outcomes or claim that prosecutors have the perfect ability to predict and avert future crimes. Their own motivations are transparent, bad-faith, and serve only to spread misinformation about the complexities of modern prosecution and the specifics of Fairfax courts.”
