The Department of Government Efficiency (DOGE) recently exposed an “anti-racism” training that portrayed newborn infants as being racist. DOGE, led by Elon Musk, cited the program as an example of wasteful spending it is seeking to cut in its mission to rein in the federal government.
Conservative activist Chris Rufo, who has focused on fighting diversity, equity, and inclusion (DEI), exposed the program on X. Rufo explained that the program was funded by the Department of Education and was one of many “antiracism” trainings used for teachers over the past few years.
One slide titled “Did You Know? Racial Awareness In The Early Years” claimed that infants could become racist before turning one-year-old if not properly introduced to diversity. According to the lesson, infants will begin to categorize faces based on race as early as three months old, where they develop preferences, usually within their own race.
A DEI consultant in the training claimed, “At nine months, infants are unable to distinguish the facial features of racial groups other than their caregiver unless they frequently see images of racially diverse people. By the age of two, children are putting people into categories based on race and they are observing and internalizing power dynamics.”
“At age three, children develop biases and begin assigning meaning to race by attributing positive traits to the dominant race. However, children can still respond to positive messaging about their own and others’ racial identities. By age 5, children of all races demonstrate social biases primarily by attributing negative traits to non-white races. At this age, children are capable of acting against racial injustice,” the training continued.
Rufo shared a clip of the training, stating, “The Department of Education funded this training program for teachers, which claims that babies develop racial biases as infants and begin “attributing negative traits to non-dominant (non-white) races” by age 5. They want you to believe that babies are racist.” Elon Musk responded to the post, writing, “Funding for racist baby training is canceled.”
The American Tribune reported on reading out numerous instances of exorbitant spending on DEI initiatives within the federal government. “Where’s the money being spent? Right? Let’s go into that for just a second,” the president said. “$520 million for a consultant on the environment. It’s called Environmental Social and Governance Investments in Africa and mobilizes private sector resources. $520 million, somebody got $520 million for an environmental sounds like an environmental studies.”

Trump quipped, “I’ve always been one that paid a lot of money for my environmental studies, but they, you know, I paid like $50,000 not 520 million. $520 million for ESG.” He continued, “$25 million to promote biodiversity conservation and promote licit livelihoods by developing socially responsible behavior in the country of Colombia. Well, it’s nice 25 million down to Columbia for something that nobody ever heard of, $40 million to improve the social and economic inclusion of sedentary migrants.”
“$42 million for Johns Hopkins, great place, to research and drive social and behavior change in Uganda. 42 million,” Trump noted, before questioning why the government is not spending this money on domestic initiatives for taxpaying citizens. “What about us? What about social change in our country?” he asked.
