    LA Sheriff Identifies the Three Deputies Horribly Slain in Training Incident

    In a terribly sad incident that occurred on Friday, July 18, three veteran deputies with the Los Angeles County Sheriff’s Department died in a training accident when a devastating explosion rocked the East Los Angeles County training site, the Biscailuz Training Facility in East LA. The incident was one of the department’s deadliest internal tragedies in decades.

    For reference, the three deputies were assigned to the Special Enforcement Bureau’s Arson Explosives Detail with the department and were involved in something involving live explosives at the Biscailuz facility. It is suspected that, as the deputies had recovered live explosives the day before, they were investigating them when the bomb exploded.

    The department soon identified the men and showed how they were brave, honorable deputies with much experience under their belts in posts released shortly after the incident. In one, on X, it praised them generally, writing, “With profound sadness and heavy hearts, the LASD announces the passing of three of our dedicated detectives: Detective Joshua Kelley-Eklund, Detective Victor Lemus, and Detective William Osborn who were all assigned to Special Enforcement Bureau’s Arson Explosives Detail. These brave men served with honor, courage, and unwavering commitment to protecting and serving our community. Their tragic loss is deeply felt across our Department and the entire LASD.

    Then, in a Facebook post, it described each man in more detail. Quoted in the post was Sheriff Robert Luna, who wrote, “There are no words to express the pain and sorrow we feel. These heroes represented the best of our Department, exemplifying courage, integrity, and selfless service. This is not only a heartbreaking loss for their families, but for all of us.”

    Getting into describing each man, the LACSD began by describing the career of Detective Kelley-Eklund, noting that he joined in 2006 and eventually “became a Field Training Officer at South Los Angeles Station, mentoring several new deputies as trainees. He was known as an outstanding field training officer who was professional and articulate.”



    It then noted, after describing how he started investigating narcotics in 2016 and was involved in complex cases involving large quantities of drugs and arrested murder suspects before getting involved in arson and explosives investigation. A husband and father, he is “survived by his loving wife, Jessica Eklund and their 7 children.”

    Continuing, it described how Detective Victor Lemus was, after joining in 2003, eventually “transferred to the Special Enforcement Bureau in 2017 where he was assigned as a K-9 Handler prior to becoming an Arson and Explosive Investigator last year.” Detective Lemus was known for being a mentor of others in the department, and for a very notable record of important arrests.

    The post noted that he is survived not only by daughters and brothers, but by a great number of family members, including a wife and sisters, who are in the department, saying, “Detective Lemus is survived by his wife, Sheriff’s Department Detective Nancy Lemus and three daughters. He has three sisters who are also on the Department, Sergeant Belen Lemus at Special Victims Bureau, Deputy Perla Lemus at Century Sheriff Station, and Custody Assistant Wendy Lemus of Population and Management Bureau. He is also survived by his brothers Alfredo, Pedro, Juan, and Efren and brother-in-law Sergeant Robert Catalan who is assigned to Carson Station.”

    Last but not least, the post detailed how Detective William Osborn had a notable career involving recovering stolen vehicles before he “joined Special Enforcement Bureau as an Arson and Explosive Investigator in 2019,” and in that role investigated “cases involving high dollar loss fires in residential properties, as well as fires involving the loss of life. ”

    After noting that he was noted as being “one of tenured bomb technicians regularly relied upon when faced with a new challenge. He has broad range of experience and could be relied upon to provide relevant insight on broad range of subjects,” the post noted that he is “survived by his wife, Detective Shannon Rincon, four sons, and two daughters.”
