An illegal immigrant from Haiti who is accused of fatally shooting a Walmart employee outside of a store located in Pennsylvania entered the United States through a migrant parole program that was started during former President Joe Biden’s term in the White House, according to sources inside the Department of Homeland Security.

Destino Jean-Louis, 23, was charged with murder in the shooting death of 45-year-old Latosha Ann Cooper outside of a Walmart store located in Cheltenham Township on October 21, 2026, court documents revealed. Multiple sources inside the DHS spoke with Fox News and stated that Jean-Louis came into the United States on November 24, 2023, via Fort Lauderdale International Airport under the Biden administration’s CHNV parole program for immigrants hailing from several different countries.

Those countries include Cuba, Haiti, Nicaragua, and Venezuela. On June 12, 2025, Jean-Louis’ legal status was revoked by DHS, the sources inside the agency said. “On October 23, ICE arrested Destino Jean-Louis, a criminal illegal alien from Haiti, in Philadelphia, Pennsylvania,” DHS went on to say in a statement to Fox News. “Jean-Louis is currently under investigation for homicide by Montgomery County.”

DHS then said that Jean-Louis entered the country legally in November 2023 and was transferred to local law enforcement authorities on October 26, 2026. “He chose to overstay his welcome in violation of our nation’s laws. Under President [Donald] Trump and [DHS} Secretary [Markwayne] Mullin, if you break the law, you will face the consequences. Criminal illegal aliens are not welcome in the U.S.,” DHS explained.

According to a report from Fox News, investigators say that Jean-Louis specifically targeted Cooper due to a previous immigration-related marriage arrangement between the two fell apart. Cooper and Jean-Louis met while they were both employed by Walmart in 2024. They were soon married after Cooper offered to help Jean-Louis obtain a green card, court documents state.

However, Jean-Louis’ application was denied in July. Cooper then pulled out of the process and completely cut off contact with him, local news outlets reported. Investigators said that the man contacted other employees working at Walmart to find out Cooper’s work schedule. He then allegedly waited outside the store for her shift to end on October 21.

A co-worker spoke with local police saying she was speaking to Cooper in the parking lot when a man wearing a mask approached and shot her. Jean-Louis is alleged to have hidden near some bushes outside the store wearing the mask and waiting for Cooper to finish her night shift, Montgomery County District Attorney Kevin Steele said.

“When Cooper left the store, he ran towards her and fatally shot her,” court documents revealed. Investigators examined cellphone records and found that they placed Jean-Louis at the scene of the crime on the night the murder was committed, but also several days prior. The documents allege that the suspect had previously assaulted Cooper and harassed employees via the telephone to try tracking her down.

Jean-Louis has denied being present at the store on the night of the murder. He has been charged with first-degree murder, third-degree murder, an illegal alien use of a firearm, carrying a firearm without a license and possession of an instrument of a crime. He is currently being held without bail at the Montgomery County Correctional Facility.
