House Majority Whip Tom Emmer (R-MN) is set to introduce a bill that will target and tackle the horrible sort of migrant-committed fraud for which his home state of Minnesota has become infamous as Somali fraud scandals have exploded in the public eye, with his bill stripping naturalized Americans of their citizenship if they are convicted of fraud or other offenses.
As background, the Somali migrant fraud scandal in Minnesota has taken America by storm, as it is utterly ridiculous and has featured horrid stories of Somali migrants getting away with stealing hundreds upon hundreds of millions of taxpayer dollars from welfare programs, such as the Feeding Our Future program that was meant to provide free meals to needy children.
As such, many Americans have demanded that those involved face extremely harsh consequences, as their behavior has been utterly abominable. Rep. Emmer’s bill, called the “Stop Citizenship Abuse and Misrepresentation Act,” or the SCAM Act, would do exactly that by clarifying some points of federal immigration law.
Most notably, the bill would give the government a pathway to denaturalize anyone who is convicted of fraud within ten years of becoming a naturalized American citizen, or who is found to have joined or been affiliated with a foreign terrorist organization, or who is convicted of an aggravated felony. Thus, the bill would allow many of the infamous wrongdoers in Minnesota to be deported.
Commenting on the bill to Fox News Digital, Rep. Emmer delivered a stern and tough message to the fraudsters set to be impacted by the bill, saying that those who take advantage of Americans are going to be deported. “If you came to this country to harm and take advantage of the American people, I’ve got news for you: You’re going home,” Rep. Emmer told the news outlet.
Continuing, he noted that anyone who commits one of the horrid offenses the bill makes punishable should not have been allowed into America in the first place, and thus needs to be both denaturalized and deported for the good of America. He said, “Anyone who commits fraud against American taxpayers, affiliates with a terrorist organization, or commits an aggravated felony after becoming a naturalized U.S. citizen never met the requirements for naturalization in the first place and should be denaturalized and deported.”
Noting that this bill would hold fraudsters accountable and send them home, the congressman added, “It’s common sense and the SCAM Act will make it law. This legislation not only holds Somali fraudsters in Minnesota accountable, but it restores long-overdue integrity to America’s entire naturalization process. It’s time to send them home.”

Posting about the same matter on X in late December, Rep. Emmer said, “I have three words regarding Somalis who have committed fraud against American taxpayers: Send them home. If they’re here illegally, deport them immediately; if they’re naturalized citizens, revoke their citizenship and deport them quickly thereafter. If we need to change the law to do that, I will.”
He added, “Our nation will not tolerate those who take advantage of our charity and refuse to assimilate into our culture. Additionally, if any naturalized Somalis had undisclosed ties to terrorist organizations like Al-Shabaab, I want to see their citizenship revoked and their asses sent back immediately. Same goes for anyone who is found to have committed marriage fraud during the immigration process.”
