Federal authorities launched raids on more than 20 locations in Minneapolis, Minnesota on April 28, 2026, many of them childcare facilities, as part of their in-depth fraud investigation into largely Somali-owned businesses, sources have confirmed. “Today the FBI with federal, state and local law enforcement is involved in court-authorized law enforcement activity as part of an ongoing fraud investigation,” a Department of Justice spokesperson revealed.
Those same sources, speaking with Fox News, stated that two of the raids were conducted at the Quality Learning Center and Baby Halimo Child Care, both located in the deeply troubled city of Minneapolis. Vice President JD Vance, the head of a task force assigned to tackle fraud in the United States, spoke about the raids on his official X account.
“The task force and the DOJ will be relentless in exposing these fraudsters wherever they may be hiding,” Vance said. Minnesota Democratic Gov. Tim Walz commented on the raids, saying they were being carried out by federal and state law enforcement after state agencies “caught irregular behavior and reported it.” Walz then said, “If you commit fraud in Minnesota, you’re going to get caught — and that’s exactly what we saw today.”
According to Fox News, Walz added, “We catch criminals when state and federal agencies share information. Joint investigations work, and securing justice depends on it.” The governor then issued a call for a joint investigation into the shooting deaths of anti-ICE agitators Alex Pretti and Renee Good, who were killed after assaulting ICE agents attempting to carry out federal immigration enforcement operations earlier in the year.
The official X account for the City of Minneapolis also took to X to discuss the raids, clarifying that it had no part in the federal operations taking place around the city, and local police have not been asked to provide assistance with the execution of federal warrants. If The Quality Learning Center sounds familiar, it’s likely because of the viral video posted by independent journalist Nick Shirley at the end of 2025.
It was one of the childcare facilities Shirley visited that was among an assortment of vacant or non-operational storefronts and seemingly had no children present during its operating hours. Local Somalis located near the business became angry and refused to answer any of Shirley’s questions or help the pair’s fake efforts to “register” a child with their alleged daycare.
Minnesota has been considered a hotbed of Medicaid fraud for years now, including a huge $300 million pandemic fraud case involving the nonprofit organization Feeding Our Future. The city’s reputation was further solidified in 2025 when convictions started to pile up and the state became the focal point of President Donald Trump’s “war on fraud.”

In 2022, when former President Joe Biden was in the Oval Office, a total of 47 people were charged with crimes connected to fraud. As of December 2025, that number increased to 57, due in large part to those involved in the schemes deciding to plead guilty to their crimes or because their cases went to trial and they lost. The overwhelming majority of those convicted are of Somali descent.
