A Democratic congressional candidate who is running against incumbent Rep. Jill Tokuda (D-HI) was arrested on August 1, 2026, after getting into a violent altercation at Keawakapu Beach in South Kihei. The suspect, Kirill Basin, 40, was taken into custody on two counts of first-degree terroristic threatening. His bail has been set at $1 million, according to county officials.
The Maui Police Department provided a description of the encounter, which kicked off when a 61-year-old man asked Basin to turn down his music. This didn’t sit well with Basin, who then began threatening the man, implying that he was carrying a firearm and would use the weapon on the man’s wife. A bystander then intervened, which led to a physical altercation.
During the incident, Basin brandished a knife and threatened several people before finally throwing the weapon into the ocean. Local law enforcement said that the bystander recovered the knife and handed it over to officers who arrived at the scene. This isn’t the first time Basin has run afoul of the law.
He has been arrested several other times for incidents of assault and property damage since May. Several individuals have filed for restraining orders against Basin since May 2026. One of them is Maui County Council member Thomas Cook, who claimed he was worried about his safety and that of his staff after Basin disrupted a meeting in May.
According to a report from Hawaii News Now, Cook stated that Basin “became aggressive and confrontational” and “threatened violence against the police” and a council ambassador. Two days later, on May 29, reports began to circulate that Basin “brandished a weapon in a county office building in a confrontation with county employees.”
Attorneys Myles Breiner and Brandon Segal are representing Basin. Speaking on the case, Breiner said that it is pending a review by the Maui Prosecutor’s Office. He then said he had no comment on the case at this time. Tokuda released a statement about her opponent and his behavior, highlighting that there is no room in public service for violence.
“Violence has no place in our communities or in public service. Anyone holding or seeking office, at any level of government, should be held to a higher standard. Our communities deserve leaders who bring people together, not those who contribute to further division or violence,” the incumbent representative went on to say.

Comments on a news story from HHN were largely supportive of having Basin removed from the race, while others pointed out the violence that is becoming a staple of the radical left. “In other news he just received endorsements from Bernie Sanders, AOC, and Hakeem Jeffries,” one user quipped on Facebook. “And this all happened while he was running around in his underwear,” another joked.
“I thought it was a scene from a 90s surf movie. Didn’t even seem real,” someone else said. “Should he be given some kind of mental wellness check?” another commented, bringing up a fair point about Basin potentially suffering from some form of mental illness. Another person praised the individual who got involved in the situation, saying, “There’s nothing like Hawaiian justice. Way to go Bra!”
