With President Biden’s cognitive health frequently in the news, a fixation that makes sense given his recent odd acts and gaffes, the CNN debate between Trump and Biden, and the November election, certain videos of Biden having bad moments and stumbling over his words are popping up. Among those is a video from mid-March of 2024 that shows Biden, while attempting to give a speech on healthcare, seriously stumbling over his words.
During the speech at issue, Biden rambled about healthcare and stumbled over his words repeatedly, leading up to the exceptionally awkward moment that one commenter on X described by saying, “Biden’s brain just broke.” Beginning that part of the speech, Biden said, ‘Folks, working with your delegation, I’m — I’m protecting and expanding the Affordable Care Act. A recordbreaking 21 million Americans have signed up for healthcare under the ACA, including 65,000 folks right here in New Hampshire.”
Then, stumbling over his words and saying that entitlement programs are on the “chocking blop,” Biden said, “I enacted tax credits that save, on average, $800 per person per year, reducing healthcare premiums for millions of working families on the Affordable Care Act. But those tax credits expire next year, and I’m calling on Congress to make and expand the Affordable Care Act tax credits and make them permanent — make them permanent. Many of my Republican friends want to put Social Security and Medicare back on the chocking blop, block again. If anyone tries to cut Social Security or Medicare or raise the retirement age again, I will stop them.”
He then, continuing to somewhat stumble over his words as he claimed Trump wants to get rid of entitlements, something Trump has denied, Biden said, “Work- — working people built this country. They pay more into Social Security than millionaires and billionaires do. It’s not fair. Folks, we have two ways to go at Social Security and Medicare. Republicans will cut Social Security and Medicare to give us more tax cuts for the wealthy.”
Then came the extremely awkward and eyebrow-raising moment in which Biden struggled to quote Trump off the teleprompter. He said, “Even this morning, Donald Trump said cuts to Social Security and Medicare are on the table again. When asked if he changed his position, he said, quote, ‘There is a lot you can do in terms of cutting. Tremendous amount of things you can cut.’ Let me be precise: ‘Tremendous amount of things you can do,’ not ‘cut.’ He said, “I will…” — and — but the bottom line is, he’s still at it.”

Commenters on X joked about Biden in response to a clip of the speech that Citizen Free Press posted with the caption, “Joe Biden’s brain just broke.” One commenter, for example, joked, “Why don’t they give Biden the same uppers he got SOU night? Is it a safety issue?” Another commenter wrote, “He’s getting worse and worse..”
