Republican Rep. Clay Fuller is projected to win his first full term in Congress with a second victory this year over Democrat Shawn Harris in Georgia’s 14th Congressional District. President Donald Trump backed Fuller when he ran to succeed former Rep. Marjorie Taylor Greene this spring. Fuller won that race in April, but the victory entitled him to serve only the remaining months of Greene’s term.
The November 3rd rematch took place in a stretch of northwest Georgia that runs from the Atlanta suburbs to the Tennessee line. Georgia has been competitive in recent presidential elections, but Trump carried the 14th District by 37 points in 2024. Harris, a retired Army brigadier general, was on the ballot that year as well. He lost to Greene as she won her third term in the House.
Greene had been one of Trump’s most outspoken allies in Congress before the two Republicans split over foreign policy, health insurance subsidies and the release of records related to Jeffrey Epstein. Trump withdrew his endorsement, and Greene announced her resignation in November 2025, less than a year into her third term. She left office on January 5th, giving Harris a second chance at the seat.
Overton projected Fuller as the winner on election night and noted a distinction for his opponent. “This is the third time Harris has lost here,” the outlet wrote. Harris finished first in the opening round of the special election on March 10th, when Georgia put candidates from every party on a single ballot. He received 37.3% of the vote to Fuller’s 34.9%.
Trump had endorsed Fuller in February, while several other Republicans were still competing for the seat. As The Associated Press reported, the March field included nine Republicans, three Democrats, a Libertarian and an independent. No candidate took the majority needed to win outright. After securing the other spot in the runoff, Fuller said that night, “I think the Republican Party is going to unite around us because they know that the Democrat is too dangerous.”
In the April 7th runoff, Fuller took 55.9% of the vote to Harris’s 44.1%. At his victory celebration in Ringgold, Fuller promised to have Trump’s “back each and every day” in Washington, The Washington Post reported. Harris was already looking ahead to another race. Speaking to supporters in Rome that night, he said, “We’re going to beat him next time.”

Before his election to Congress, Fuller served as district attorney for the Lookout Mountain Judicial Circuit, which covers four counties in northwest Georgia. His House biography credits him with securing convictions in murder, rape and armed robbery trials and arguing criminal cases before the Georgia Supreme Court. He also serves as a lieutenant colonel and a deputy staff judge advocate in the Air National Guard.
Fuller had worked in Trump’s first administration years before the president endorsed him for Congress in Georgia. Trump selected him as one of 14 White House fellows for 2018–2019. The fellowship took Fuller to the vice president’s office and the Defense Department, where his assignments included advising on the opioid crisis and working on procedures affecting the families of American prisoners of war and service members missing in action.
