Broome County Sheriff Fred Akshar provided testimony before Capitol Hill concerning New York Democratic Gov. Kathy Hochul’s Local Cops, Local Crimes Act, which prohibits state and local law enforcement departments from entering cooperative agreements with Immigration and Customs Enforcement (ICE) to provide assistance in operations to detain illegal aliens.
During his testimony Akshar also slammed sanctuary state laws for their ineffectiveness. The Broome County Sheriff’s Office has joined 15 other offices across New York state in a lawsuit against Hochul and Attorney General Letitia James concerning the new law. Akshar said that the BCSO places a high value on law enforcement at all levels and will take action to safely protect the community from criminal illegals.
“In August of 2024, in Endicott in Broome County, two miles away from where my six-year-old son goes to school. A Peruvian gang leader and serial killer, Gianfranco Torres-Navarro, wanted for killing 23 people in Peru was located and arrested, yet entered the country illegally in May of that same year and was arrested,” Akshar said during his testimony.
However, the stand out moment of the hearing came when Rep. Dan Goldman (D-NY) decided to bring up a controversial moment from Sheriff Akshar’s past. The incident Goldman referred to took place in 2015 when Akshar had an intimate relationship with the mother of Mario Masciarelli, who was a murder victim. Akshar was the captain of detectives at the time the murder was being investigated, according to Yahoo News.
After Goldman first asked about the incident, Akshar responded by saying, “Only a degenerate politician like you would bring this up.” Goldman continued his line of questioning completely undeterred, asking, “You previously acknowledged, quote, ‘having a brief consensual relationship with Miss Masciarelli.’ Who is Miss Masciarelli? How did you meet her?”
“You really should be ashamed of yourself to bring something like this up at a hearing like this,” Akshar said again. “Well, sir, I think it’s very relevant to your credibility because Miss Masciarelli was the mother of a murder victim. Correct?” the New York Democrat asked. “You’re a degenerate,” Akshar repeated to the congressman.
“And you supervised that case when you were a captain in the same sheriff’s office that you now run, correct?” Goldman pressed. “You’re a degenerate,” the sheriff said once again. “Well, you’re not going to answer the questions, but all of this is part of the public record. And in fact, the victim, the perpetrator, the defendant was convicted in 2014, and you testified surrounding that first trial. You then got intoxicated with Miss Masciarelli in 2015, about two years after this occurred,” the congressman said.

“Acknowledged, admitted yourself having sexual relations with her, and then this was two years later. The case was overturned on appeal, and it had to be retried,” he continued. The sheriff then apologized to the angel families attending the hearing for having to hear the comments being made by Goldman and the crass way he was interacting with him during his line of questioning.
“I do very well that my Republican colleagues have brought you here to try to represent law enforcement as somebody who stands up for the families of victims like this, and yet you would pray and take advantage of a woman who says that the sexual relations you had was not consensual,” Goldman said, ending his time and exposing his true thoughts and feelings about law enforcement.
