Over a million Obamacare enrollees do not have a Social Security number on file, which the Trump administration says is a gap that points directly to fraud. Health and Human Services Secretary Robert F. Kennedy Jr., along with Centers for Medicare and Medicaid Services Administrator Dr. Mehmet Oz, revealed the startling figure in a video that was recently released by HHS.
Kennedy put the blame for the missing numbers squarely on the shoulders of his predecessors. “The Obamacare marketplace is plagued by fraud in large part because the Biden administration dismantled basic program integrity guardrails,” Kennedy stated in the video. “A partisan lawfare blocked the common sense efforts to protect taxpayers.”
In June, the HHS brief went into detail concerning those enrollments. CMS caught close to a million broker-assisted sign-ups through HealthCare.Gov that had no Social Security number and owed no premium for healthcare coverage. Investigators immediately identified them as suspicious, rather than confirming they were fraudulent.
According to a report from The Daily Caller, the HHS said that it has stripped or blocked almost 2.9 million improper enrollments and believes another 2.6 million are still out there. An official within the Trump administration put the monetary amount of fraud as a result of these enrollments at somewhere close to $10 billion across 2021 through 2024.
Oz then noted brokers playing the system in order to get commissions. “Some of these agents refuse to follow basic rules like providing their clients Social Security number. That, my friends, is a huge red flag,” he stated in the video. Analysts outside the government have come to the same conclusion. A study conducted by The Paragon Health Institute estimated about 6.2 million improper 2026 sign-ups, which is 27$ of exchange enrollment.
KFF, a health policy group, sees things a bit differently, attributing the record growth to enhanced subsidies, warning that 3.8 million people could end up losing their healthcare coverage if Congress allows those credits to lapse. Oz concluded the video with a warning to brokers, going on to say, “If you’re a fraudster, here’s our advice to you. Do not walk away from us, run. Because we are going to find you.”
A user commenting on The Daily Caller story said the easiest and quickest way to deal with the issue would be to cancel every account that was not properly applied for. “Seems very simple, immediately cancel every account that was improperly applied for. Make them refile for the program. Any existing claims should be placed on hold until AFTER certification,” the individual wrote.

“The person or persons who claimed these applications for Obamacare were only suspicious and approved them being processed should be investigated to see how they personally profited from this scam,” another person commented. “All participants of the Democrat grift for vote scheme. As plain as the nose on your face,” someone else said. “Wow, there’s a change. Not only are they reporting that they found out about bad s**t, they seem to actually be doing something about it,” someone noted.
