Rep. Delia Ramirez (D-IL) is on a crusade to “melt” Immigration and Customs Enforcement (ICE) and to completely dismantle the Department of Homeland Security in a bill she has introduced into the House of Representatives. During a speech delivered on the House floor, Ramirez said, “We will melt ICE…we will dismantle the Department of Homeland Security.”
“Because, frankly, at this juncture, nothing else is acceptable.” The bill was first introduced back in January 2026, and aims to end DHS funding for detaining and monitoring illegal aliens and to disrupt immigration enforcement operations. The legislation would also redirect money that would have been used to keep the country safe by enforcing immigration laws toward wrap-around services such as housing and healthcare for communities, who, according to Ramirez, have been “affected” by the Trump administration’s operations.
Ramirez stated on the House floor, “We will melt ICE, and I have a bill to do just that. We will dismantle the Department of Homeland Security, because, frankly, at this juncture, nothing else is acceptable.” A press release from January provides details concerning Ramirez’s bill, stating that the “legislation comes amid a national call to rein in ICE” despite the vast majority of the country supporting the work of immigration enforcement authorites.
“After handing more than $150B to DHS immigration enforcement, there are those in Congress who would further expand DHS’s budget and ICE’s capacity to enact Trump’s mass deportation agenda. But we have seen what DHS can do with its unlimited resources and unchecked power. And we are saying enough,” Ramirez stated at the time.
“Our tax dollars must not be used to terrorize our communities and violate our rights. The Melt ICE Act is a line in the sand and a declaration that we will not fuel human suffering. I am proud to join Congresswoman Clarke and advocates to send a message that we do not consent, nor will we enable DHS and ICE’s lawlessness,” she added.
The MELT ICE Act was written along with United We Dream and Detention Watch Network and is endorsed by a number of left-wing activist groups, including Jewish Voices for Peace Action and the Institute for Middle East Understanding. “The American people are overwhelmingly against using their tax dollars to fund continued death, destruction and terror in our cities, all while the actual dire needs of our communities are neglected,” United We Dream said.
Folks on social media platform X had a whole lot of strong opinions about Ramirez’s plan to “melt” ICE and trash DHS. One user shared a meme on a video clip of the congresswoman with a caption that read, “It takes a special kind of stupid to vote Democrat.” Another wrote, “She is saying right here — make it harder on Americans and she wants it easy on illegals — The message is clear who they work for and it is not the American public.”

A third user speculated on the reason left-wing Democrats seem so determined to undermine the rule of law and support illegal aliens who enter the country without legal permission. “They hate America and want to destroy it with chaos, violence, indoctrination, and ultimately replacement (illegals),” the commenter went on to say. Another said, “Her parents were illegal immigrants. Her husband was an illegal immigrant who got DACA. This person should not even be in America, much less serving as a member of Congress.”
