On November 24, 2025, in east Charlotte, NC, 40-year-old Julio Cesar Xocop-Vicente struck 15-year-old Amber Caralexa Paris on her e-bike with his Dodge Caliber at a four-way intersection, ejecting her and causing severe injuries. He fled on foot.
Tragically, Paris died on December 19. Xocop-Vicente, arrested the next day and charged with felony hit-and-run, reckless driving, and no license, posted $10,000 bond. He admitted fleeing due to fear over his immigration status.
Summarizing the case, a large conservative social media account posted, 🚨#BREAKING: A 15-year-old girl has passed away after Julio Xocop-Vicente allegedly slammed into her with his car while she was riding her bike in Charlotte, NC, and then FLED THE SCENE ON FOOT!!! He was RELEASED on a $10,000 bond. Julio’s immigration status is “UNKNOWN” and he is described as a “WHITE MALE” in court documents.
Following up in the comments, the same source declared, “Julio has a previous record of drunk driving, probation violations, and multiple records of having no operator’s license. Julio also needed an interpreter in court.”
Describing the tragic event, a clip from local media, posted with the first tweet, described the senseless tragedy. “A 15-year-old girl was involved in a hit-and-run crash while riding an electric bike in East Charlotte. CMPD now says she has died on November 24. The bike rider, 15-year-old Amber Paris, was taken to a local hospital after being hit by a car.”
Wrapping up, the news segment noted, “The driver fled the scene. The next day, officers arrested 40-year-old Julio Xocop-Vicente. He was charged with felony hit and run, reckless driving, and no operator’s license. Arrest records show he was released on December 3 on a $10,000 bond.”
Offering much-needed context, law enforcement issued a comprehensive breakdown. “Detectives with the Charlotte-Mecklenburg Police Department’s (CMPD) Major Crash Investigation Unit are investigating a fatal hit-and-run collision that occurred in the Eastway Division,” the document read.

Explaining how officers were notified of the tragic incident, the CMPD noted, “On Monday, Nov. 24, at approximately 5:44 p.m., officers responded to a hit and run with personal injury call for service in the 3500 block of Driftwood Drive.”
Additionally, the same source said, “Upon arrival, officers located a damaged 2011 Dodge Caliber and a damaged electric bicycle and its injured operator, Amber Caralexa Paris, 15. MEDIC responded to the scene and transported Ms. Paris to the hospital with life-threatening injuries. The unidentified driver fled the scene on foot.”
The press release continued to describe the tragic crash. “The preliminary investigation indicated that the Dodge was traveling north on Driftwood Drive, approaching Winterfield Place. Both vehicles entered the four-way intersection when the front of the Dodge struck the bicycle, ejecting Ms. Paris, CMPD stated.
Still not done, the release read, “Officers were able to identify the driver of the Dodge as Julio Cesar Xocop-Vicente, 40. The suspect was arrested on Nov. 25. Mr. Xocop-Vicente is charged with the following: Felony Hit and Run, Reckless Driving [and] No Operators License.”
Concluding the tragic report, officers added, “On Friday, Dec. 19, Ms. Paris succumbed to her injuries sustained in the crash and was pronounced deceased. Ms. Paris’ next of kin has been notified of her death. Detectives will be working with the District Attorney’s Office to determine further charges for Mr. Xocop-Vicente.”
