The Central Bank of Afghanistan under the Taliban administration confirmed that another package of $40 million had been received by the bank in October. This is a continuation of the international community’s humanitarian aid to the Taliban regime.
The Central Bank of Afghanistan, known as Da Afghanistan Bank (DAB), announced on its Twitter account that it had received the aforementioned cash from the broader international community.
The central bank stated, “October 03, 2022—In continuation of the international community’s humanitarian aid, Afghanistan received USD forty million in cash which was deposited to a commercial bank.”

Da Afghanistan Bank continued:
“While extending its gratitude to the international community, Da Afghanistan Bank welcomes the flow of foreign currency into the country through legal and accepted methods and requests that such aid be managed through the banking sector.”
“Da Afghanistan Bank has always remained committed to providing the best facilities to compatriots and establishing good relations with all financial and international institutions in light of principles and regulations.”
The Taliban bank officials have welcomed the foreign aid and assistance they have been receiving since they assumed control over the country last year. This aid of $40 million has been one of five packages the regime has received from the international community.
Records indicate that over $1.2 billion in foreign aid has been provided to the Taliban since they took power. Afghanistan has been dealing with a humanitarian disaster following the United States’ rapid withdrawal from the country.
The Khama Press News Agency reports:
“The cash aid delivery occurs as Afghanistan’s people are dealing with one of the worst humanitarian crises in the world due to record-high levels of hunger, poverty, unemployment, and natural disasters as well as the political turmoil as an aggravating factor.”
In 2021, the Biden administration’s chaotic withdrawal from Afghanistan provided the Taliban an opportunity to seize power. In what some see as one of the lowest points in Biden’s presidency, the disastrous evacuation led to the deaths of 13 United States soldiers from a suicide bombing at the Kabul airport. The instability created by the removal of the U.S. military presence also sparked a humanitarian crisis.
Biden’s removal from Afghanistan disregarded an agreement with the Taliban that was negotiated by the Trump administration. Under Trump, there was a conditional withdrawal that guaranteed the safety of soldiers, U.S. allies, and civilians as the U.S. slowly tapered its presence. The Taliban agreed not to threaten any American interests in this process and aggressive action was taken if they did.
Biden ignored this conditional withdrawal, allowing the Taliban to quickly take advantage of a power vacuum. Billions in taxpayer-funded U.S. military equipment were left for the Taliban to incorporate into their rule.
Furthermore, the United States had a much weaker image on the global stage after this hasty withdrawal. This allowed China to propagandize the event to portray the U.S. as an untrustworthy ally to our partners around the world. In addition, this occurred months before the Russia-Ukraine war. Biden fumbling this withdrawal sent a clear signal of weakness to Vladimir Putin, an encouraging sign for him to invade Ukraine.
